For a small Indian business that currently runs sales through a WhatsApp group and one spreadsheet, it is a large upgrade for no money.

The limits are on the operational layer rather than the record count: workflow automation, custom field counts, multiple pipelines, granular permissions, and removing HubSpot branding from forms and emails your customers see. Teams typically hit one of those in the first year, and the paid tier that lifts it is priced for Western budgets in dollars, which is where Indian small businesses often flinch.
